In this paper, we examine the actual effects of tariff and currency rates on the import demand function. For this purpose, based on the theory of demand and by applying relevant econometric techniques, we estimated the import demand function and regressed it to gross domestic product (GDP), relative price of imported goods, tariff rates, and the price of currency through the Auto Regressive Distributed Lags (ARDL) method. The results show that the imports have a positive correlation with GDP and a negative correlation with relative prices, exchange and tariff rates which are consistent with the theory. Long-term coefficients obtained are meaningful for all variables except for tariffs, which indicate the lack of long-term effects of tariffs on import demand. This conclusion seems to be paradoxical for Iran, which has one of the most protective tariff regimes in the world. But by reviewing the bottlenecks and shortcomings of trade policy in Iran, in particular by considering inefficiency of foreign exchange policies, we can realize that the actual tariff protection is much less than what isshowon in nominal one, and therefore, the estimated result for tariff effect is justifiable. A list of reforms and recommendation policies in line with real support of the national production are proposed at the end of paper.}, keywords = {Trade Policy,import function,tariff barriers,ARDL band model}, title_fa = {تأثیر موانع تعرفه‌های گمرکی و نرخ ارز در تابع تقاضای واردات کشور مروری انتقادی بر سیاست‌های تجاری و ارزی کشور درراستای حمایت از تولید ملی}, abstract_fa = {تاکنون مطالعات نسبتاً معدودی در زمینۀ بررسی اثر نرخ‌های تعرفه در واردات کل کشور انجام شده که نتایج چندان سازگاری با یک‌دیگر ندارند. در این مقاله با بررسی ویژگی‌های اصلی سیاست‌های ارزی و تجاری ایران اثر واقعی نرخ‌های تعرفه و ارز در تابع تقاضای واردات را نسبت ‌به متغیرهای توضیحی تولید ناخالص داخلی، قیمت نسبی کالاهای وارداتی، نرخ تعرفه، و قیمت ارز با استفاده از تکنیک‌های اقتصادسنجی و روش خودرگرسیون با وقفه‌های توزیعی (ARDL) تخمین زده‌ایم. نتایج مطابق با تئوری است و واردات با تولید ناخالص داخلی رابطۀ مثبت و با قیمت‌های نسبی، نرخ ارز، و نرخ تعرفه رابطۀ منفی دارد. ضرایب بلندمدت به‌دست‌آمده برای تمامی متغیرها به‌جز تعرفه معنی‌دار است که حاکی‌از خنثایی و فقدان اثر بلندمدت تعرفه‌ها بر تقاضای واردات است. این نتیجه برای ایران، که دارای یکی از حمایتی‌ترین رژیم‌های تعرفه‌ای دنیاست، تناقض‌آمیز به‌نظر می‌رسد، اما مروری انتقادی بر عملکرد سیاست تجاری ایران و عدم پشتیبانی آن با سیاست‌های ارزی مناسب نشان می‌دهد که اثر واقعی نرخ‌های تعرفه بسیار کم‌تر از نرخ‌های اسمی است و چنین نتیجه‌ای را تأیید می‌کند. در خاتمه فهرستی از اصلاحات و توصیه‌های سیاستی درراستای حمایت واقعی از تولید ملی نیز ارائه شده است.}, keywords_fa = {تابع واردات,سیاست تجاری,موانع تعرفه‌ای,مدل خودرگرسیونی با وقفه‌های توزیعی}, url = {https://criticalstudy.ihcs.ac.ir/article_3549.html}, eprint = {https://criticalstudy.ihcs.ac.ir/article_3549_90fe6747c8d7af91b97cb4c95081994a.pdf} }
