This issue became a motivation to write this article to show that alongside the high contribution of political science to the analysis and understanding of practical politics, the contribution of political theory should also be seen and it should be explained that although political theory is not a substitute for political science for Spragens, it fundamentally redesigns policy responsibilities in relation to goals and ideals of classics of Western politic thoughts. This article has an explanatory method and is based on the author's pattern i.e. focusing on the internal logic in political theory as well as explaining the concept of 'relation' as a category having both independent sides and guarantying the internal indicators of the relationship.
