بررسی و نقد متون خارجی در زمینه مقاومت و تاب‌آوری اقتصادی

چکیده
در متون انگلیسی زبان، واژه مقاومت اقتصادی برای شرایط محاصره و تحریم اقتصادی و تاب آوری اقتصادی به معنای حفظ عملکرد پس از وقوع شوک و توانایی برای بازیابی، به‌کار رفته است.در متون انگلیسی سال‌های اخیر، تاب‌آوری اقتصادی عمدتا در زمینه‌های: تاب‌آوری در مقابل تغییر اقلیم، حوادث طبیعی، شوک‌های وارده به امنیت غذایی و کشاورزی، درگیری، کمیابی آب، تاب آوری شهری، تاب آوری زیرساختها و شاخص های اندازه گیری تاب آوری اقتصادی، به کار رفته است. افزون بر آن، در متون خارجی، آگاهی بخشی، تنوع، خود تنظیمی، ادغام و توان انطباق، به عنوان عناصر استراتژی تاب آوری اقتصادی، مورد بحث قرار گرفته است .مهمترین نقدهای وارده به متون خارجی در زمینه تاب‌آوری اقتصادی عبارتند از: فقدان جامع‌نگری در تعریف و تحلیل ابعاد تاب‌آوری اقتصادی، عدم‌بررسی تبعات پس از وقوع شوک نامطلوب در حد لازم، نارسایی شاخص‌های مقاومت و تاب‌آوری اقتصادی، لحاظ‌نکردن ابعاد اقتصاد سیاسی مقاومت و تاب‌آوری اقتصادی و ساختارهای انعطاف‌ناپذیر، ظرفیت‌سازی برای تاب‌آوری و مقاومت‌اقتصادی و سیاستهای کلان اقتصادی برای تاب‌آوری‌اقتصادی.

Abstract;
In English-language literature, the term economic resistance utilized for economic blockade and sanctions and economic resilience used to mean to preserve performance, and the ability to recover after the shock. In recent years, economic resilience mainly applied in the following areas: climate change, natural disasters, food security and agricultural shocks, conflict, water scarcity, urban resilience, infrastructure resilience and economic resilience-measuring index are used. Moreover, in the foreign texts, awareness, diversity, self-regulation, integration and the ability to adapt, discussed as elements of economic resilience strategy. The main criticism to the foreign texts in the field of economic resilience include: lack of comprehensive view in the definition and analysis of economic resilience, conseof resistance and resilience and structure bottlenecks, capacity building for resilience and macroeconomic policies for economic resilience
