چکیده

نظام رفاه و تامین اجتماعی در روزگار ما، با توجه به تحولات و شرایط جهانی، با بحران­ها و چالش­های متنوع و متعددی روبرو شده است. به همین سبب، شناخت از بحران­ها و آسیب­ های نظام تامین اجتماعی و اتخاذ سیاست­ های مقابله ­ای با آن بحران­ها از جمله موضوعات مهم و اساسی در مطالعات رفاه اجتماعی قلمداد می­شود. برخورداری از سطح مطلوبی از رفاه اجتماعی برای شهروندان، از خصوصیات جامعه­ ی پیشرفته و مولود تحولات گسترده در نظام توسعه کشورها به حساب می­آید چرا که این مسئله در وضعیت بهره ­مندی از خدمات رفاهی و امنیت درآمدی آحاد جامعه نقش پررنگی ایفا می­کند. یکی از مهم ترین منابع علمی در خصوص شناخت وضعیت سیستم­های تامین اجتماعی، گزارش ­هایی است که توسط اتحادیه بین المللی تامین اجتماعی تهیه، تدوین و منتشر می ­شود. این نهاد اخیرا در کتابی تحت عنوان " ده چالش جهانی تامین اجتماعی" چالش­ های نظام رفاه و تامین اجتماعی را در سطح کلان مورد کاوش و بررسی قرار داده و سیاست هایی را در جهت مقابه با آن چالش پیشنهاد کرده است. در این نوشتار کوشش شده همسو با این گزارش، مفاهیم، سیاست­ ها، شاخص ­ها و معیارهای ذکر شده در این کتابِ مهم مورد مداقه قرار گرفته و با نظرداشت آن ها، چالش­ های پیش روی نظام تامین اجتماعی کشور ارائه و تبیین گردد.

Elucidation of Public Welfare and Social Security Policies in Facing Global Challenges

چکیده [English]

The welfare and social security system in our time, due to the developments and global conditions, has faced various crises and challenges. For this reason, recognizing the crises and harms of the social security system and adopting policies to deal with those crises are among the important issues in social welfare research. Having a favorable level of social welfare for citizens is considered to be one of the characteristics of a developed society and the result of extensive developments in the development system of countries because this issue plays an important role in the state of benefiting from welfare services and economic security of the entire society. One of the most important scientific sources for understanding the state of social security systems is the reports prepared, compiled and published by the International Union of Social Security. Recently, in a book entitled "Ten Global Challenges of Social Security", this organization has explored and examined the challenges of the social security system on a macro level and proposed policies to deal with that challenge. In this article, in line with this report, the concepts, policies, indicators and criteria mentioned in this important book have been examined and the challenges facing the country's social security system have been presented and examined.
